I have now failed this exam 3 times and I am no closer to finding a solution or answer as to why this one keeps stumping me.
My first attempt with limited to no studying was my best failed mark, after which I put in the hours and did even worse. HOW?
Please could anyone give me some guidance on passing this exam.

Sorry to hear about your APM difficulties.
I think that sometimes this paper can be over-studied so that in the exam you lose the ability to respond to questions in a common-sense way, backed up by theory where necessary.
I suggest that you do not read the text books any more unless,you really need clarification in response to a specific question or answer. Do,try lots of questions and adopt a practical approach that you would adopt at work if a manager were to ask you for a report or recommemdation. The manager primarily wants practical, often obvious, points to be made rather than a reply based on theoretical models. However, the exam is not purely on common sense and syllabus does contain a body of knowledge that you need to show off where relevant. So try:
1 Practical approach, then
2 Back-up with relevant theory, but do not describe the theories, show how they can be applied to support your arguments.
