Hello,
For individuals have adjusted net income (ANI) more than £100,000, PA is reduced by
50% x (ANI – £100,000).
Is there any case that PA is not available at all (no PA is allowed for very high income individuals?)

This issue is clearly dealt with in the OT notes and lectures – have you studied these?
See chapter 2 section 4 personal allowance
yeah, when your income is above 125000pounds i.e. 12500-50%*(125000-100000)=0
