HELP cant see the IFRS 9 supp

My internet works fine. I can see all of the video lectures and everything. I can open this link too BUT THE PART of this page thats supposed to SHOW the document is supposedly “BLOCKED BY PAKISTAN TELECOMMUNICATION AUTHORITY” (thats where I am located)
