It says Oliver here believe in the strong form efficient market. But Oliver believes in the info that provided by share prices which is a public resource, should this state that Oliver believes in semi-strong form efficiency?

No, Oliver believe in strong form efficiency because all relevant information at all times. It is nothing to do with share prices being a public resource.
