Flexible budget

Sir can we say that one of the differences between rolling budget and flexible budget is that once made flexible budget is not altered/not based on revised costs and sales prices, whereas Rolling budget is? Flexible budget is relatively a fixed budget, except that it takes into consideration different sales volume figures. Thanks in advance
