Dear tutor, could you explain each of them seperately?

It allows managers to plan for alternative contingencies

It is very difficult for me to keep having to explain sentences that you are quoting (presumably from some Study Text) out of context.

Flexible budgets are budgets prepared in such a way as to be easy to flex for changes that occur.
