why is high know-how a potential barrier for entry?
Because it is probably difficult to acquire the knowledge/know-how.
For example. if you wanted to establish a new airline you need to be able to acquire information about:
Different aircraft
Potential passenger numbers on each route you are considering
Competitors’ fares
Laws in every country you fly to
Regulations governing flight crew
How to take bookings
How to maintain aircraft
etc
etc.
It can be done but it takes a lot of effort.
