I would like to clarify about external functional benchmarking.

It means procurement department compare with same department of other company regarding of which the industry they are in OR procurement department compare with any other department regarding of which industry they are in?

Functional benchmarking = compare a function in the organisation with the same function in another organisation. It doesn’t matter if the two organisations are in different organisations as you concentrate on the common function.
