Is it compulsory to complete level 1 to be able to do level 2 papers?? I mean i`m due to receive exemption in level 1 when i finish my BSC but want to do some level 2 papers now. Is it possible?

No it wouldn’t be possible, you will have to wait until you atain you exemption.
