Y is considering the launch of a new policy that ensures that all members of staff are given an appropriate level of pay by formalising the grade boundaries for all staff. This will make pay fairer and will act as a ___ for workers, hopefully reducing staff turnover.
According to me the answer is motivator.However, in examkit its mentioned to be hygiene factor.

Performance-related bonuses, on top of basic pay, are usually regarded as motivating factors.
