sir could you tell me the announcement of changing in tax rates are adjusting or non adjusting ?

Neither!! It is of no relevance because tax rates are announced in advance – they will know what the tax rates are for the year in question and if changes are announced after the end of the year then they will only affect the future, not the past 🙂
