Sir if an auditor states that client’s internal control are enough to obtain evidence and there is no need to do more substanive procesdure and inreality that internal control is not reliable so is it a competency issue for the auditor.
It is a competency issue regardless of the reliability of controls as the auditor MUST perform some substantive procedures on all material classes of transactions, account balances and disclosures.
