i would like to know what the following cost would relate to in terms of internal and external costing?
failure analysis (i presume appraisel cost)
training in quality control (presume preventative cost)
license fees
payments of fines and charges
cost of monitoring emmissions
traffic congestion

Anyway - without any further context - I believe the following to be
license fees - internal cost
payments of fines and charges - internal cost
cost of monitoring emissions - internal cost
traffic congestion - external cost ( borne by society)
