Can we say the interest rates on similar non convertible bonds a “effective rate” of interest?

Ah, now I understand – I didn’t before because your question didn’t make sense
“Can we say THAT (the) ‘interest rates on similar non convertible bonds’ aND ‘effective rate of interest?’ MEAN THE SAME”
Yes, it’s simply the examiner trying to give you the same information using different expressions
