The ECJ operates in the way a civil court operates in that it resolves international legal issues between contracting parties from different states
It doesn’t itself establish precedent but contracting states will tend to recognise that decisions from earlier similar cases will likely have an impact on their own current case and thus will allow themselves to be dissuaded from bringing their own later case to the ECJ by way of appeal
