Hi Ken,
1.Decision on how many units of each type of fruit and vegetables should be stocked in each of stores is which level of strategy?
2.Decision on should appoint skilled staffs /unskilled staffs is which level of strategy?

Depends on the business and context.
1 Could be merely operational to match demand experienced at each store. However, the business might have taken a strategic decision to simplify or extend its product range.
2 Could be merely replacing leavers (probably tactical) or could be a strategic change involving eg subcontracting skilled work leaving only unskilled employees.
