A person owes duly of care
a) if sufficient proximity or relation exist or neighbor principle
b) loss is foreseeable
c) it is fair just and reasonable to impose a duty of care

Yes, I suppose so … or it could equally mean ‘relationship’
That’s actually spelled out ‘.. or neighbor principle’
If you are asking about the person living in the next door apartment to you then, no, they are not necessarily your legal neighbour for the purposes of determining whether you owe them a duty of care … but they may be (if they are so directly affected by your acts that you should have had them in mind when you committed those acts)
