mike i just wanted to confirm one thing-

if the company does not declare dividends for the year, with the preference dividends be entitiled to receive the previous year dividends in the next year since they are cumulative ?

Yes although technically these cumulative preference dividends should nevertheless be formally declared by a board resolution but payment is then deferred until such time as the entity has the funds to play catch-up on the dividend arrears
