There can be several types of barrier. For example:
1 Immigration rules so that foreign workers can’t come and work.
2 Great difficulties for employers making workers redundant even if there is no work for them
3 Recruiting from only a small sector of society so that workers cannot easily better themselves of pursue a chosen career
