Sir in exam if the Question starts with the verb “discuss” then do we need to write both pros and cons ? I mean to ask that in this case do we need to write on both sides?

Usually discuss means explain in this exam. They just want to know what the rule is.

Exception would be ‘discuss whether you think that alternative performance measures are useful’ – this would invite pros and cons.
