I am confused as both of them have interest in the company.
So why are you confused?
Active stakeholders are compared with those stakeholders that are not active (so, passive)
Voluntary stakeholders are those who are voluntarily involved (their choice) to be involved with the company compared with those that have an interest even though they may not wish to be
Active can also be voluntary (an employee)
Passive can be voluntary (a person moves house to live next door to the factory, but takes no part in the company’s activities)
Active can be involuntary (Court appoints an administrator to the company)
Passive can be involuntary (the trees in the adjacent woods)
I’m confused about your confusion!
