hi

is declaration of solvency(statement needed to carry member voluntary winding up ) and solvency statement(needed to reduce capital by private company without applying to the court) the same thing?

Effectively, yes. They are both seeking to show that the company is in a sound enough financial position that the creditors’ interests will not be adversely affected
