Hi sir,
I just wonder the reason why ” It is easier to put public sector activities into decision packages because they are more easily definable than in the private sector.” Thanks in advance.

Because it is usually more clear what the objectives and constraints are for public sector (they are set by the state). In the private sector there are many different objectives and constraints be satisfied.
