Hi sir, for december 2010 exam question 4b) is it part of the exam syllabus for december 2017 ? If yes, which chapter does it concern ?

You will see that Study Guide reference A6(c) says:
Discuss the nature and purpose of internal audit assignments including value for money,
IT, financial, regulatory compliance, fraud investigations and customer experience.Whether that means that a question like Dec 2010 4(b) could still be asked, I don’t know. But the examiner has shown little interest in this area of the syllabus so I think it’s very unlikely. Concentrating on knowing what a value for money audit is.
