Under the “Power” factor of the Cultural web, the suggested answer is “they merely handed over funding for the trustees to distribute”

How does it apply in this scenario ?

The government had been ‘hands-off’ providing funds but not exercising any power over how those funds were used. Trustees had absolute power and discretion.
