Hi sir, I want to clarify why r we calculate payable days using COS to arrive at the operating cycle, when we can actually workout the credit purchase by taking 60% of sales??

Nowhere in the question are you told that credit purchases are 60% of the sales.

All we know is that for 2014 the cost of sales was $26 million, and that for 2015 the cost of sales is 60% of sales.
