what does mean ‘contracting states” in context of below definition? it is simply means that these states are parties in contract ? or something else
The UN Convention on Contracts for the International Sale of Goods (UNCISG) applies to contracts for the
sale of goods between parties whose places of business are in different states, when the states are
CONTRACTING STATES(i used caps lock to emphasize ), or the rules of private international law lead to the application of the law of a contracting state

These are states / countries that have “contracted in” to the UN Convention for the International Sale of Goods. Not every state has agreed to accept the UNCISG principles
