Could you explain the idea of ‘the main purpose rule’ concerning exclusion clause?

What’s the reason that Parliament passed the law? Was it to make sure that the sheep would not be washed overboard? Or was it to contain any outbreak of disease, should such disease first appear
What was the reason for requiring film to be kept in premises secure from fire?
Was it so that the film would be happy and comfortable? Or was it an attempt to contain the damage that an outbreak of fire would cause in premises not secure from fire?
The “main purpose” rule is one that the Courts have evolved that requires them to look behind the detailed wording of the Act and see … the main purpose of the Act
OK?
