Could you explain how why and how a tender is an invitation to treat?
Thanks.
It’s inviting other (sometimes, lots of others) to send in their bids to do the work
It’s like when you ask 3 different builders to give you a price for some work that you want done on your house
Or inviting 3 firms of auditors to submit their offers of how much they will charge to do your audit
OK?
