confusing answers to pilot paper

Query 1:

44 Jackie leads an established team of six workers. In the last month, two have left to pursue alternative jobs and one
has commenced maternity leave. Three new staff members have joined Jackie’s team.
Which one of Tuckman’s group stages will now occur?
A Norming
B Forming (the correct anwer according to the marking scheme)
C Performing
D Storming (The answer I think should be correct)

The examiner says in the answer ‘As new members are about to join the group, essentially the group is reforming which is the start of a new group development process. The other options are all later stages in group development as identified by Tuckman.’ But ‘new member are not ABOUT TO JOIN THEY HAVE ALREADY JOINED! As stated in the case ‘ Three new staff members HAVE joined’ so it possibly can’t be forming. Three new staff members will now compete for job roles and will start getting to know each other and will have conflicts on how things are to be done, etc… so storming should be the answer. Please clarify this.

The case give no indication of group work or the emphasis of results rather than procedures nor the need for creativity and innovation, so how can the answer be B? There is no inidication to indicate that this is task culture; however, the case does indicate about person culture as it states ‘ upon their particular subject specialism’ so the focus is on one individual and the GTG study text also indicates about universities being a perfect example of a person culture so how is the answer task? Plese guide.
