conditions to defer exams

Does anyone know on what grounds someone can defer their exams….I am not referring in just not showing up on day of exam but interested in deferring exam fees……Thanks

Yes they can be, you should contact ACCA directly about this. Please refer the ACCA site and do this as soon as possible as it is already too close to the exams starting.
