You have to attempt/have passed/been exempted from knowledge papers before you can progress to skills level papers.
If F2 were the only knowledge level paper you have to do, you can do it and F8 together. If however, you still had eg F2 and F3 to do, you would have to attempt F2, F3 and F8 together
