choice of contracts

Sir in “choice of contracts” question 249 there in the Kaplan, i had a doubt. Wanted to understand why staff accommodation and travel for site management has not been added as cost to both contracts?

and my other doubt is i understand that ability to not hire out plant is an opportunity cost if south -coast is accepted but why not also show it as income in north-east?
