No – the date has not yet been fixed, but it will not be December 2014.

Does ACCA has plan to introduce CBE to skill level F5-F9 ? and if so when it will be expected ?

They do have a plan to introduce CBE for F5 to F9, but we do not yet know when.
It will certainly not be this year.
