Catch 22 with jobs- how do I get out of it?

I have passed all ACCA exams but in a basic entry job. (VAT returns, large sales and purchase ledgers, bank reconciliations).

Agencies say I am too qualified for similar jobs and I lack management accounts experience and Sage. I am the only person in finance- so how can I get out of this catch 22 situation?

I am in my 40s so not sure if this is the real issue. ( I moved into finance two years ago)
