De-gearing the equity beta is removing the effect of the gearing risk to calculate the asset beta.
Re-gearing is taking the asset beta and adjusting for the effect of the gearing to calculate the equity beta.
All of this is explained in detail, with examples, in my free lectures on CAPM. You cannot expect me to type out all my lectures here 🙂
