Can we be a rank holder if we have skipped a particular exam?

Hi, I have actually skipped the SBR exam last year due to personal problems. Now with the lockdown and everything, I really think that I can be a rank holder. So, I was just wondering because if you fail an exam then if you retake it and achieve high marks, you still won’t be a rank holder.
