do we have to order buffer inventory every time we order inventory(reorder level) or only when we don’t have the buffer inventory in the warehouse?

so the buffer inventory is kept separate than the other inventory and only order again when it finishes?

No – it is extra inventory over and above what we normally need and is part of the total inventory.
