What are the difficulties encountered when budgeting public sector organizations compared with budgeting in private sector organizations?
Why are you asking me this?
If it is because you have come across a question asking this then you will presumable have an answer in the same book. So ask about whatever it is in the answer that you are not clear about and I will explain.
I assume of course that you have watched my lectures on budgeting and on not-for-profit organisations 🙂
