Hi Mr. John
I have a question about bottom up budget.
which of them in participatory budget not be effective?
I chose IN centralized organisations but answer is given as “during period of economic affluence”

That cannot really be the full question because the first line is not proper English.
As it stands there is no real reason the ‘economic affluence’ should make it either more or less effective.
If you tell me where you found the question then I will try and find it.
