There is literally no format for briefing note right? Nothing like to,from,intro
Please confirm..
Its just that we have to be (1)factual (2) No recommendations (3)No conclusions..Right?

Correct.
Very much like a memorandum. Heat it up like a memorandum but call it a briefing note. Use paragraphs to break up what you are saying.
