Whenever an agent exceeds his / her authority, they become liable

Well, I’m not sure what you mean but I guess that your question is asking whether they are liable to compensate their principal in the event of the principal facing economic loss
In that case, yes, they would be liable to their principal
As for liability to third parties, frequently it’s the case that, where an agent exceeds their authority, the principal is liable but the principal is then entitled to recover any economic loss from the agent
