Is the F6 BPP studytext for 2013 exams reliable for december 2014 exams?And are the tax rates and allowances for the year 2013-2014 applicable for dec 2014’s exam?

You must use study material for the 2014 exams, which is for FA 2013. Yes the rates and allowances applicable to the December 2014 exam are for the 2013/14 tax year. I would suggest you start with the OT course notes and lectures.
