Phil sold the house which he received as a wedding gift from Pere,on 5th April 2019.
The following info relates to the property.

Cost of new boundary wall around the property (there was no boundary wal previously)(5200)
Cost of replacing the property’s chimney (2800)
Phil has taxable income (after deduction of the personal allowance) of £10950 in 2018/19.The house was never occupied by Phil.

From what you have told me above I think you are using out of date material – as I have also stated above you MUST be using FA 2019 material and you are using FA 2018 material – you MUST use FA 2019!!
