Why 19/12/2010 – 6/1/2011 is considered 17 days instead of 19 days?

pg 16 – 2.3.2 Example

2009 1/1/09 – 31/5/09 151* NR
Why not considered as RESIDENT STATUS under S7 1(b) since 151 days + 31 days = 182 days and it is linked to or linked by a period of 182 consecutive days?

Please advice.
