In the calculation of Average capital employed, beginning capital employed is used (year 1 = 14m). Would it be wrong to use ending capital employed?

If this is a past exam question then it is more than 13 years ago (and I have only kept the questions for the past 13 years).
If it is in the current edition of the BPP Revision Kit then please give me the number of the question.
