For problem 1 b in APM September/December 2023 , which require a value for money assessment (including the calculation of one measure for each of the 3Es) of hospitals A, B and C, the sample answer suggest that the efficiency must be measured by “Patients treated per doctor”. i want to ask, in this scenario, the measure such as: “T3 patient alive after 30 days per doctor” can be suitable here to use to measured the efficiency . Thanks!
September 3, 2024 at 10:52 pm #710729I think that might mix up efficiency and effectiveness.
Keeping people alive is presumably a purpose of a hospital and that would be relevant to effectiveness. A measure such as the mortality rate for each disease would be a measure of that.
Efficiency looks at inputs v outputs and patients treated per doctor would measure that. It’s a tricky judgement, and you could probably put up an argument for your measure too. At least you have “per input resource” in the calculation.
