Sir , are these notes and lectures up to date because I am having difficulty finding about ABC, TQM and Target Costing in the lectures.

Of course they are up-to-date – otherwise they would not be here 🙂
ABC etc are all covered in the course notes (the chapter on advanced costing techniques).
However calculation questions on them cannot be asked in Paper F2 (not until F5) and so there is no point in a lecture. All you need is what is written in the notes.
