how can we approach the report to TCWG, what elements included in this report, look at the answer, it seems mixed ethical and mater to consicer

You can download ISA 260 (Revised) from here https://www.iaasb.org/publications/international-standard-auditing-isa-260-revised-communication-those-charged-governance-2
and look at the headings in the section “Matters to be communicated” (paras 14 – 17) – so yes, it will be combination of matters.
