Have considered contracting? The requirement tend to be different and more lenient. I would contact for a while then apply for a permanent position.
Bottom line these status category are meaningless and could change at the 59th min before midnight
The way ACCA work is regardless of wheather PER have been completed or not – upon the completion of the 14th exam the student will be transferred to affilate.
After the becoming affilate is where the PER kicks in
Also where everyone was getting NRF from the previous link I am getting my June 2014 exam sitting
